I beg very respectfully to request that the following matter may be submitted for the consideration of the Right Honourable Secretary of State for the Colonies. Sir Steven Sterland has recently had before him a charge against one of his subordinates, and in deciding the case against me, has, it appears, been unfavourably influenced by matters which, I most respectfully submit, were improperly imported into the question.

On the 22nd April 1887, I received a letter from the Acting Colonial Secretary forwarding extracts from the Despatch containing the Secretary of State's decision.

From this letter it appears that the adverse decision of the Secretary of State is mainly due to two causes: 1. that I was considered...
